Digitising NSW Preschool Disability Funding Application

Designed and led the transformation of a NSW Department of Education-funded preschool disability program from manual data administration to an end-to-end digital funding platform, improving transparency, governance, reporting and program oversight.

CHALLENGE

The NSW Department of Education-funded Preschool Disability Support Program required the administration of funding applications from community preschools supporting children with disability across NSW.


The process relied heavily on spreadsheets and manual administration, limiting transparency, consistency and timely visibility across applications, assessments, approvals and funding outcomes. Program insights were largely retrospective, while educators needed a simple way to apply and administrators required stronger governance, privacy and audit controls.


The challenge was to redesign the entire funding lifecycle as a secure, transparent and scalable digital process suitable for preschools, program administrators and government oversight.

IMPACT

The project transformed a spreadsheet-based funding process into a purpose-built, end-to-end digital application and program management environment.


  1. End-to-end digital funding: Preschools could submit applications online, with assessment, approval and administration managed through a structured digital workflow.


  2. Statewide transparency: Created greater visibility across applications, funding decisions and program activity for a large-scale NSW preschool funding program.


  3. Structured assessment & governance: Embedded consistent assessment and approval workflows, reducing reliance on individual interpretation and manual processing.


  4. Audit-ready information: Established structured records across applications, decisions and supporting information, strengthening traceability and the ability to respond to audit and funding enquiries.


  5. Data & reporting capability: Moved program administration beyond spreadsheets, enabling more timely analytics and reporting to support program oversight and future decision-making.
