CHALLENGE
Following significant governance and regulatory scrutiny, the organisation needed to strengthen oversight across approximately 350 subsidiaries with substantial financial, property, investment and membership responsibilities.
Annual financial and membership information was collected through manual forms and reviewed largely for completion rather than systematically analysed for financial, governance and compliance risks. Property and investment requests were also paper-based, making it difficult to connect each decision with existing asset information, previous requests and supporting evidence.
The organisation needed to move from record keeping to active governance, creating a digital operating model that could provide consistent assessment, transparent decision-making and consolidated visibility across the entire network of subsidiaries.
IMPACT
The transformation created an integrated digital governance environment across the statewide subsidiaries, giving leadership and the Board substantially greater visibility over financial performance, compliance, assets and decision-making.
~4 months → 10 days: Annual financial review across approximately 350 subsidiaries was transformed through automated assessment and exception-based analysis.
100% digital visibility: Moved annual financial and organisational reporting from manual submissions to structured digital information accessible for analysis, monitoring and reporting.
3+ months → <1 month: Property, investment and financial transaction requests moved from lengthy paper-based processes to structured digital submission, review and governance workflows.
Enterprise-wide consolidation: Enabled the organisation to consolidate and analyse the financial position of its broader corporation, creating a level of corporate visibility that had not previously been available.
Governance by exception: Automated assessment shifted the central team's role from checking whether forms had been submitted to identifying anomalies, risks and matters requiring deeper review.
Digital governance embedded: Individual subsidiary portals established clear responsibilities and access for local office holders while providing the central organisation with consistent information, audit trails and governance oversight.
For the first time, the organisation could consolidate and analyse the financial position of its statewide subsidiaries through a common digital governance environment.
